Examining the Dual Consequences of the Educational System in the Pahlavi Era: From State Legitimation to the Contextualization of the Islamic Revolution of Iran

Abstract
The present study aims to explain the legitimizing and unintended consequences of the educational system during the Pahlavi era, employing a historical-analytical method and qualitative content analysis. The research population includes documents, library resources, and scholarly articles related to educational developments in the Pahlavi period (1925–1979), with purposive sampling used for selection. The analysis process was conducted in three stages: open, axial, and selective coding. The findings indicate that alongside legitimizing outcomesــsuch as the expansion of educational bureaucracy, increased literacy rates, growth in student enrollment, and the emergence of a new middle classــthe Pahlavi educational system also produced a set of unintended consequences. These included a gap between the expectations generated by education and the actual capacities of the labor market, identity-driven reactions among various social groups (including the establishment of over 180 Islamic schools as alternatives to the formal system), and the gradual transformation of schools into arenas for the formation of critical discourse and political activism. The analysis of causal mechanisms reveals that these unintended consequences materialized through processes such as the "ideal-reality gap," the "unexpected return of human capital," and "identity reaction to cultural homogenization." Grounded in Iran's historical experience during the Pahlavi period, these findings suggest that educational modernizationــcharacterized by its authoritarian nature and relative disregard for the socio-cultural and religious context of Iranian societyــdid not ultimately serve as a source of legitimation, but rather contributed to the groundwork for political change.
