		<Abstract>Good governance, as one of the prominent concepts in the field of development, has garnered the attention of scholars in economics and politics in recent decades. Daniel Kaufman has introduced a set of indicators for achieving good governance. The aim of this study is to explain Kaufman&#039;s theory of good governance and to critique its underlying philosophical foundations, with particular emphasis on the perspective of Ayatollah Khamenei. Examining these foundations is of fundamental importance for societies such as Iran that seek to formulate an indigenous model of governance, as differences or conflicts in foundational principles determine the level of acceptability of a given theory. The central research question of this article is: What are the philosophical foundations implicit in Kaufman&#039;s theory of good governance across the four domains of ontology, anthropology, teleology, and ethics? This research employs a descriptive-analytical approach and utilizes qualitative content analysis to extract the hidden philosophical foundations in Kaufman&#039;s theory through his principal works, and then critiques these foundations within the framework of desirable governance from the perspective of Ayatollah Khamenei. The findings indicate that Kaufman&#039;s theory is based on the presuppositions of empiricist ontology, economic anthropology, development-oriented teleology, and instrumental ethics. The critique and evaluation of these foundations in light of Ayatollah Khamenei&#039;s thought-characterized by monotheistic ontology, two-dimensional anthropology, perfection &lt;span dir=&quot;RTL&quot; lang=&quot;FA&quot;&gt;ــ&lt;/span&gt;oriented teleology, and virtue-based ethics-reveal that the neglect of the spiritual dimension and the transcendent purposes of human existence constitutes the primary weakness of Kaufman&#039;s theory, rendering it inadequate for providing a comprehensive account of &quot;desirable governance&quot; in Islamic societies.</Abstract>
			<OtherAbstract Language="FA">&lt;span lang=&quot;AR-SA&quot;&gt;حکمرانی خوب به‌عنوان یکی از مفاهیم مطرح در حوزه توسعه، در دهه­های اخیر مورد توجه اندیشمندان حوزه اقتصاد و سیاست قرار گرفته است. دانیل کافمن، شاخص­هایی را برای نیل به حکمرانی خوب معرفی کرده است. هدف این پژوهش، تبیین نظریه حکمرانی خوب کافمن و نقد مبانی فلسفی مستتر در آن با تأکید بر دیدگاه آیت‌الله خامنه‌ای است. واکاوی این مبانی برای جوامعی مانند ایران که در پی تدوین الگوی بومی حکمرانی هستند، دارای اهمیت بنیادین است&lt;/span&gt;&lt;span lang=&quot;FA&quot;&gt;؛&lt;/span&gt;&lt;span lang=&quot;AR-SA&quot;&gt; زیرا تمایز یا تعارض در مبانی، سطح پذیرش یک نظریه را مشخص می‌کند. سؤال اصلی این مقاله آن است که مبانی فلسفی مستتر در نظریه حکمرانی خوب کافمن در عرصه‌های چهارگانه هستی‌شناسی، انسان‌شناسی، غایت‌شناسی و اخلاق چیست؟ این تحقیق با رویکردی توصیفی-تحلیلی و با استفاده از روش تحلیل محتوای کیفی، به استخراج مبانی فلسفی پنهان در نظریه کافمن از طریق آثار اصلی وی و سپس نقد آن مبانی در چهارچوب حکمرانی مطلوب از منظر آیت‌الله خامنه‌ای می‌پردازد. یافته‌ها نشان می‌دهد نظریه کافمن بر پایه پیش‌فرض‌های هستی‌شناختی تجربه‌گرا، انسان‌شناختی اقتصادی، غایت‌شناختی توسعه‌محور و اخلاق ابزاری استوار است. نقد و ارزیابی این مبانی در پرتو اندیشه آیت‌الله خامنه‌ای&lt;/span&gt; &lt;span lang=&quot;AR-SA&quot;&gt;-&lt;/span&gt; &lt;span lang=&quot;AR-SA&quot;&gt;با مؤلفه‌های هستی‌شناسی توحیدی، انسان‌شناسی دوساحتی، غایت‌شناختی کمال‌محور و اخلاق فضیلت‌محور - نشان می‌دهد که غفلت از ساحت معنوی و غایات متعالی انسان، نقطه ضعف اصلی نظریه کافمن است و آن را برای تبیین جامع «حکمرانی مطلوب» در جوامع اسلامی ناکافی می‌سازد.&lt;/span&gt;</OtherAbstract>
